Feb. 22 City Commission meeting highlights

Mayor’s Report

The original painting of the historic Kummer-Kilbourne House was presented by Alan Keen, Keewin Real Property Company, in honor of its 100th anniversary.

Proclamations were declared in recognition of a Day of Happiness and the 2016 General and Referendum Election.

Consent Agenda

The minutes for Feb. 8, 2016, were approved.

The purchase and contracts were approved (for a complete list, please visit cityofwinterpark.org/ccpackets).

Action Items Requiring Discussion

The discussion regarding the funding options for acquisition of the property at 1111 W. Fairbanks Ave. (former bowling alley) was tabled.

Public Hearings

The resolution designating 118 West Comstock Ave. as a historic resource on the Winter Park Register of Historic Places was approved.

The resolution designating 1574 Sunset Drive as a historic resource on the Winter Park Register of Historic Places was approved.

The first reading of the ordinance authorizing the issuance of not exceeding $21 million Electric Refunding Revenue Bonds to finance the refunding of a portion of its outstanding Electric Refunding and Improvement Revenue Bonds, Series 2007, was approved.

The request of Alfredas Sumanas for the property located at 1240 Fairview Ave.:

— First reading of the ordinance amending the “Comprehensive Plan” Future Land Use Map to change from Office to Commercial designation was approved.

— First reading of the ordinance amending the Official Zoning Map to change from Office District zoning to Commercial District was approved.

The request of Winter Park Town Center Ltd., for Conditional Use approval to demolish and rebuild approximately 25,000 square feet of retail building area within the Winter Park Village Shopping Center at 402 and 490 N. Orlando Ave., was approved.

The Request of Z Properties for subdivision or lot split approval to divide the property at 360 Beloit Ave., into two single family building lots was tabled until Monday, March 14, 2016, at the request of the applicant.

A full copy of the Feb. 22 City Commission minutes will be available at cityofwinterpark.org/ccminutes the week of March 14, pending approval by the City Commission.

Golf course renovation groundbreaking

The city’s Parks & Recreation Department invites the community to attend the Renovation Groundbreaking for the Winter Park Golf Course Monday, Feb. 29, at noon. City officials will offer remarks and lead the groundbreaking ceremony with a divot toss to kick-off the six-month renovation project. The golf course is expected to be closed from March to September 2016, with a grand re-opening scheduled for the fall.

In honor of the renovation groundbreaking, Winter Park Golf Course is offering a free lunch cookout from 11 a.m. to 2 p.m. (while supplies last), and free golf beginning at 7 a.m. Golfers interested in playing their final nine holes before the renovations begin are encouraged to sign up at [email protected]. Festivities throughout the day will include merchandise deals and giveaways, renovation plans display, annual pass information, and sign-up to play on opening day once the renovations have been completed.

More than 32,000 rounds of golf are played annually on the nine-hole, 101-year-old, Winter Park Golf Course. They are drawn to the family-friendly course for its picturesque surroundings, challenging fairways, exciting camps, and variety of programs for professional and amateur players alike.

Based upon the research and recommendation of an appointed seven-member Golf Course Strategic Plan Task Force, the City Commission approved $1.2 million in its Fiscal Year 2016 budget to fund the golf course renovations. The project, awarded to KCR Contracting, LLC, will include the redesign and rebuilding of the greens, tees, and fairways; replacement of the existing grass; and installation of a completely new irrigation system.

The city has launched a “your new golf course” button on the home page of its official website or you can visit cityofwinterpark.org/golfnew. This will highlight specific details of the renovation process, including schedules, photos and renderings. For questions regarding the renovation, please email [email protected].

Park Avenue closed for St. Patrick’s Day Parade

The 37th annual St. Patrick’s Day Parade will make its way down Park Avenue on Sunday, March 6, beginning at 2 p.m.

Park Avenue will be closed to traffic from Webster to Comstock avenues from noon until 4 p.m. Side streets will also be closed at the Park Avenue intersections along the parade route beginning at 1:30 p.m. In addition, New York Avenue will be closed at 11 a.m. between Canton and Webster avenues for parade staging.

Please make note of these road closures prior to traveling around downtown Winter Park Sunday, March 6. Thank you in advance for your cooperation and continued support of Winter Park’s community events.

Twice a week irrigation

Effective Sunday, March 13, through Sunday, Nov. 6, water customers are restricted to irrigate only twice a week. Tuesdays and Fridays for non-residential addresses; Wednesdays and Saturdays for odd or non-numbered addresses; and Thursdays and Sundays for even-numbered addresses. Please remember to water only when needed before 10 a.m. and after 4 p.m., and no more than ¾-inch per zone or more than one hour per zone. New location: CoffeeTalk in City Hall

On Thursday, March 10, citizens can join the city’s Building & Permitting Services Department Director George Wiggins and Water & Wastewater Utilities Director David Zusi for CoffeeTalk at 8 a.m., at a new location for this month, on the second floor of City Hall in the Chapman Room, located at 401 S.
