Winter Garden Commission meeting set for Dec. 14

City leaders will consider regulations for commercial horse-drawn carriages and an ordinance regarding the future land use and rezoning request of 0.41-acre property on State Road 50.

Second Reading: Horse-drawn carriages
As the city of Winter Garden does not currently have any ordinance regulating the use of horse-drawn carriages on the city’s streets, city staff has drafted an ordinance that outlines rules regarding where and how horse-drawn carriages may be operated in the city. The proposed ordinance, labeled Ordinance 18-63, addresses the issue of disposal and management of animal waste, proper nutrition and health of horses used in the operation of horse-drawn carriages used for touristic purposes, and rules pertaining to where such carriages may be parked or operated. According to city documents, horse-drawn carriages would be prohibited from operating on Plant and Dillard streets. In addition, animals used to pull carriages will need to wear diapers or "similar devices to prevent manure or droppings" from falling on the street. The first reading of this ordinance was held Nov. 9.

Second Reading: FLU and rezoning of 0.41-acre property on SR 50
A property owner is requesting to change the Future Land Use (FLU) designation and zoning classification of 0.41-acre property located at 12802 W. Colonial Drive from industrial to commercial. The applicant, a wedding planning company already operating in the building to the east, has purchased all of the millworks property. At present, the property has a warehouse that is being retrofitted into a multi-tenant commercial building that would house offices, storage and a proposed fitness facility.
