1. Ordinance 16-59: Amendment to transportation policy for Dillard Street
An ordinance to amend the Winter Garden Comprehensive Plan so it may include policies regarding the Dillard Street Corridor project passed its first reading. The new policies would modify an existing bicycle and pedestrian policy pertaining to the one-mile segment of Dillard Street from East Plant Street to State Road 50. The policy aims to reduce the street travel lanes, provide roundabouts at key intersections in place of traffic signals, install wide sidewalks, street parking and a two-way bike lane.
2. Ordinance 16-46: Prohibition of security bars
Citing safety and aesthetic reason, Winter Garden officials approved the second reading of an ordinance to amend the Winter Garden city code to prohibit security bars, grilles and grates on windows and doors that are visible from streets or public right of ways for commercial and industrial properties. The ordinance will require all properties that currently have bars with legally installed security bars to remove them by Oct. 31, 2021.
3. Ordinance 16-72: Heritage at Plant Street PUD
Commissioners approved the first reading for rezoning of 16.66 acres located on 605 and 755 E. Plant Street & 290 E. Newell Street to allow a developer to build 43 new townhomes and 41 single family residences. Twenty-five out of the proposed 43 townhomes will be permitted to build a granny flat above the detached garage. The project will include associated streets and vehicular alleys, pedestrian walks, entrance design features, a centrally-located recreation area with a swimming pool, a golf cart access path, retention ponds with fountain features and perimeter fencing.
Commissioners reappointed Erick Halluska to the Police Officers’ and Firefighters’ Pension Board. Halluska current term is set to expire Nov. 30, 2016.
Ordinances 16-55,16-56, and 16-57
These three ordinances unanimously passed their first reading. The ordinances allow for the annexation, rezoning and future land use designation for about 1.58 acres located at 15001 W. Colonial Drive and Tildenville School Road from Orange County C-2 Commercial District to City c-2 Arterial Commercial District.
Ordinances 16-68, 16-69, and 16-70
These three ordinances unanimously passed their first reading. The ordinances allow for the annexation, rezoning and future land use designation for about 8.82 acres located at the southwest corner of East Story Road and 9th street from Orange County R-2 Residential District to City R-2 Residential District. Winter Garden City Attorney Kurt Ardaman informed commissioners that the Planning and Zoning Board only recommended approval of first reading with strict conditions because PNZ did not feel comfortable with the currently available information and data. Orange County Public Schools has two weeks to provide the relevant information before the second reading, which is scheduled Oct. 27.
