1. First reading: Benefits and retirement plan for city's general employees

The city will address a proposed ordinance that was postponed during the Jan. 26 commission meeting. Ordinance 17-01 seeks to modify the pension and benefits plan for the city's general employees to align with IRS requirements. Some changes to the benefits include a reduction in the eligibility requirements for normal retirement from age 65 with 5 years of service to age 62 with 5 years of service. The alternative eligibility requirements, which include reaching age 70 regardless of years of serviceĀ or retirement with 30 years of service regardless of age, remains unchanged. The second reading and public hearing for this ordinance is scheduled for Feb. 23.

2. First reading: Dillard Pointe PUD

Winter Garden commissioners will also see the first reading for ordinance 17-04, which proposes rezoning for 2.29 acres of property located 555 North Dillard St. from City R-1 to City PUD. This property previously hosted a hospital, which was demolished over a decade ago. The property is now vacant land with a few scattered trees and an open grass area. The applicant wishes to develop the land with 12 single-family homes, six of which will be allowed to have granny flats above the garage. All of the garages will be located and accessed from the rear yard via a shared alley tract and each home is required to have a front porch. The second reading and public hearing is scheduled for Feb. 23.

3. Office Building in Historic Downtown District

The city will consider an applicant's request for a site plan approval to construct a one-story, 4,5000-square-foot professional office building in the historic downtown district that currently contains a duplex structure. The site is located on the east side of South Boyd Street, south of the Old Fire Station Building lot across from the new municipal garage building.
