Orange County's Risk Management Division created an initiative called the Single Parent Captive Insurer initiative.

Due to this initiative, the National Association of Counties, an organization bringing together leaders from across the country to shape national policies, share best practices and strengthen counties, recognized Orange County with its NACo Achievement Award.

"By creating an alternative risk transfer solution, we're helping manage rising commercial insurance costs and generated approximately $6 million in savings within the program's first 10 months," county officials said. "This innovative approach strengthens our commitment to responsible stewardship of public resources."
